Guo Ming is the head of the CNSA or the director of the Taiyang Shen Program.
After Zhu Tao suggests that they donate their probe to NASA so they can save their astronaut whilst also revealing that if they did nothing no one would ever know they could have helped as the Taiyang Shen was a secret, Ming decides that he will give them the probe in exchange for having a Chinese astronaut on the next Mars mission.
